100 suggestions for making the most of traces of water
The coastal areas of Kusatsu, Moriyama, Yasu, Omihachiman, Higashiomi, and Hikone cities on the eastern shore of Lake Biwa have been especially modified by modern development, such as water control and comprehensive development of Lake Biwa. The development of this area, in which water areas were converted to land areas, includes reclamation of lagoons, construction of lakeshore embankments, improvement of rivers, expansion of harbors, development of fields, and construction of residential areas. When looking at aerial photographs and maps of the area, one may notice inexplicable bends in the roads and shifts in the surface layers. Overlaying old maps shows that the area used to be a river or a lagoon.

In this project, we found such traces of water and devised plans to utilize them so that they can be preserved and inherited as traces of water.

The driving force behind the development of the utilization strategies was the context of the site. Natural conditions, such as topography, geology, water system, weather, and vegetation, and social conditions, such as population, transportation, land use, and industry, were understood through map data. Another driving force was the social trend. The needs of the society affect the nature of the land. If the population increases, it becomes a residential area. If there is a shortage of food, it will become farmland. When MaaS with self-driving cars starts in earnest, it will become a waiting area. If urban flooding becomes a problem, it will become a flood plain.
