Launch! Lake Nishi-no-ko Platform
Located in the center of the eastern shore of Lake Biwa, Lake Nishi-no-ko is the largest of the few existing lagoons, and was designated as an Important Cultural Landscape in 2006, and in 2008 was recognized as an internationally important wetland under the Ramsar Convention.

In recent years, Omihachiman City has been trying to utilize Lake Nishi-no-ko as the main part of the city's future vision. This was triggered by the 2010 merger with Azuchi Town. The two parts, which had been divided by the administrative boundaries, became one. The commerce and industry officials of the two former cities and towns are playing a central role in the ongoing effort to create a tour route along the western shore of the lake that will connect Hachimanbori moat and Azuchi Castle.In 2021, a draft basic policy was formulated by "Conference for the Promotion of Lake Nishi-no-ko Recreation Area" based on a four-party partnership agreement (Omihachiman City, University of Shiga Prefecture, Omi Hachiman Chamber of Commerce and Industry, and Azuchi Town Chamber of Commerce and Industry) (report submitted in August 2022). The development of the center and other facilities will be carried out in accordance with this basic policy.

On the other hand, the conference recognized that although many groups are involved in activities related to the lake, there is no place where they can be grasped from a bird's eye view and where cooperation among them can be promoted. Therefore, the basic policy includes the formation of a platform (infrastructure) for sharing information among the various groups involved in Lake Nishi-no-ko, as well as the development of a base for such activities.

Under these circumstances, the citizens' group "Nishi-no-ko Project" has started a project to establish a website. The purpose of the website is to serve as a portal site for Lake Nishi-no-ko, to call on groups involved in Lake Nishi-no-ko to provide information, and to disseminate information on related events and attractions, thereby promoting landscape conservation and tourism. The site will include a calendar of events, links to related organizations' websites, information on the history and current status of Lake Nishi-no-ko, and sightseeing information. This will be exactly the platform included in the basic policy of the conference.

Therefore, in order to support the launch of the Lake Nishi-no-ko website as a platform, the main goal of this project was to propose and produce contents to convey the attractions of Lake Nishi-no-ko.

Whether the common social capital of the lake can be passed on to the future in its beautiful state or not depends on how people relate to it. It depends on how people interact with it. In the Web 3.0 era, everyone will be recognized as a major player of information, and the creation, transmission, support, and return of activities will be shared, and decentralized autonomous organizations (DAOs) are expected to flourish. The multi-actors involved in the lake are truly DAOs, and we hope that Web 3.0 will be a tailwind to launch a platform that will serve as a stage for DAOs in the lake.
